International Student Application
Step 1: Application and Academic Requirements
Send the following documents:
All international students are required to show proof of English language proficiency. There are several ways international students can complete this step.
1. If you are from one of the following countries, where English is considered a primary language, you will be considered proficient:
- Australia
- English-speaking province of Canada
- English-speaking Caribbean Countries
- Antigua
- Barbuda
- Bahamas
- Belize
- Cayman Islands
- Dominica
- Guyana
- Jamaica
- Kitts
- Nevis
- Lucia
- Vincent and Grenadines
- Trinidad and Tobago
- Ghana
- Grenada
- Ireland
- Kenya
- New Zealand
- Nigeria
- United Kingdom
- South Africa
If you are from one of these countries you MUST submit a copy of your passport as proof.
2. International students completing secondary school in the United States must submit official transcripts from their U.S. high school, as well as transcripts from any secondary work (grades 9–12, including partial years) completed outside the U.S. Your current U.S. high school may submit their copy of your prior school transcript. *If studying in a 13-year system, academic records for grades 10–13 are required.
3. Proficiency through testing:
- TOEFL score of 61 (internet) or 500 (paper-based)
- IELTS score of 5.5
- SAT Evidence-Based Reading & Writing score of 500
- Duolingo English Test score of 90
You may have your official scores sent to admissions@clinton.edu directly from your school counselor or order a copy to be sent officially from the College Board or TOEFL/IELTS website.

4. Proficiency through instruction in English:
- Your high school transcript clearly states that English is the language of instruction for all subjects.
- You have successfully passed an English Composition course at a US higher education institution with a grade of C or better.
All International applicants must send their Academic Records.
It is important that you send your academic records as part of your application packet. Please be sure to send:
- Original or certified copies of academic transcripts, mark sheets, grade reports, diplomas or certificates, national standardized examination results, or other academic course work are required. Photocopied or scanned copies are NOT acceptable as official documents. All the documents must be original or copies certified by the source institution (i.e., high school, examination council, etc.) or the EducationUSA advising center sponsored by the U.S. Department of State.
- Include a certified English translation for all documents not written in English. If you need assistance translating your documents to English, we recommend using the American Translators Association to find a certified translator. Transcripts submitted for admission become the property of Clinton Community College and cannot be returned to you or sent to another college or university.
Submit Credential Evaluation
At Clinton Community College, we require all international applicants to submit a credential evaluation report for high school and university transcripts because we do not do evaluations on campus. There is a fee for this process that can range from around $85 to over $275 (if you have transfer credit). This evaluation report will translate your grades into US equivalencies.
We recommend you use one of the following for your credential evaluation:
Note: If you are using WES and are from the Caribbean, CXC results need to be sent directly to WES from CXC (cxc.org)
What evaluation should I order?
- Document-by-document evaluation: students with only a high school transcript
- Course-by-course evaluation: students with a high school transcript AND advanced level work; advanced level work could include A-levels, CXC’s, CAPE exams, etc.
- Course-by-course evaluation: students with college/university work completed outside of the United States.

Email is the primary method of communication between Clinton and international applicants. Please provide a valid email address on your completed application in order to receive information and updates from our office. It is also important that we have a working phone number for you so that we can call you if we need to assist you with your application. Finally, international applicants must have a permanent address outside of the United States.
Any international applicant who has completed academic studies at another college or university may be considered for transfer admission to Clinton Community College.
Students with less than one year of full-time study will be considered for admission based on a review of their college/university transcript(s), as well as secondary school records.
Transfer students from within the U.S. must also send:
- Copy of your I-94 and current I-20
- Copy of your passport photo page and visa page
- Complete the FSA-5 International Transfer Report (which must be filled out by the student and the DSO (Designated School Official) from your previous institution attended
Step 2: Complete Travel Paperwork
If you don’t already have one, apply for a passport in your home country; check to be sure that your first and last names exactly match the first and last names on the education documents you will submit to Clinton. Your passport must be valid for the whole time you will be at Clinton Community College.
Now that you’ve been admitted to Clinton Community College, it is time to work towards obtaining your student visa. This starts by obtaining a form I-20. The I-20 form is one of the many documents required to obtain an F-1 student visa. All international applicants who are requesting an I-20 form (Certificate of Eligibility for F-1 Status) are required to demonstrate evidence of financial ability to support their education and living expenses while at Clinton Community College. Once all the necessary documents have been gathered, an international student can request their I-20 by using the “Request I-20” function below.
Here are some important details to keep in mind for the financial affidavit of support:
- An international applicant can only request an I-20 only after being admitted.
- The amount shown on the financial affidavit of support must be equal to or greater than $25,000 US dollars
- The names should match on both the affidavit and bank statements.
- The estimate you need to show is in US currency.
- The bank statement(s) provided must be from an account that can be withdrawn from (no life insurance policies, investment statements, retirement accounts, etc.).
International Transfer Students I-20
Students who are transferring from a US college must also send an official transcript from that college and copies of their 1-20, 1-94, visa, and passport, and have their advisor complete the FSA-5 International Transfer Report. See more information for transfer students below.
Once you have finalized the I-20 request, Clinton Community College will review the documents. Should the documents provided by the student prove sufficient, an I-20 will be created.
Once you have been accepted, Clinton Community College will send you an I-20 and an acceptance letter. After receiving your I-20, you will need to pay a SEVIS fee.

Step 3: Prepare to Arrive at Clinton
Congratulations on getting your VISA to study at Clinton! You are now ready to make your travel plans. We look forward to seeing you at Orientation!
Clinton Community College DOES NOT have residence halls on campus but there are many affordable student housing options located within walking distance. Contact the Director of Campus Life at 518-562-4169 for further information.
You should arrive on campus one week before the start of classes to participate in our Orientation program. We suggest students fly into the Plattsburgh International Airport or the Burlington International Airport. Please note that we do not pick up students from New York City, Boston, or Montreal.
All students must complete and submit Proof of Immunizations.
International students must purchase a health insurance plan. The cost will be added to you tuition bill.
